Hualien County Net-Zero Emission Implementation Plan – ISO14064-1:2018 Guidance and Verification Project
Description: This project supports Hualien County’s goal of achieving net-zero emissions by conducting a comprehensive greenhouse gas (GHG) inventory and verification. Key activities include data collection, on-site inspections, and preparing GHG inventory reports for the Environmental Education Digital Center and Hualien County Government Administrative Building. The project ensures alignment with ISO14064-1:2018 standards and includes third-party verification for data accuracy.

2024 Hualien County Initiative for Building Net-Zero Soft Power in Eastern Taiwan
Description: This initiative aims to build awareness and capacity for a net-zero transition in Hualien County by hosting a series of technical training sessions, stakeholder discussions, and a public forum. Key activities include training courses on GHG inventory (ISO 14064-1), GHG reduction (ISO 14064-2), and carbon footprint management (ISO 14067). The project will engage youth, local industries, government bodies, NGOs, and the public in learning and collaborating towards the 2050 net-zero goal.

Hualien County Agricultural Greenhouse Gas Inventory and Reduction Project
Description: This project aims to support Hualien County’s sustainability efforts by conducting greenhouse gas (GHG) inventories and developing reduction strategies for local agricultural enterprises, with a focus on Lichuan Fishery Leisure Farm. The project includes data collection, emissions analysis, and creating tailored reduction strategies for the farm and ten additional agricultural enterprises. A standard operating procedure (SOP) manual for carbon inventory and footprint management will also be developed, with 500 copies distributed to local businesses to foster consistent GHG management practices.

Greenhouse Gas Emissions Verification Training Program
Description: This project, in partnership with National Dong Hwa University and Qihong Enterprise, is designed to provide a 40-hour training program on greenhouse gas inventory and verification. The curriculum includes in-depth modules on ISO14064 standards, emissions quantification, reporting, and emissions offset project management. Participants will acquire critical skills to perform greenhouse gas audits, supporting Taiwan's commitment to international climate policy and carbon neutrality. This course is aimed at developing professional expertise, facilitating cross-sector collaboration, and empowering organizations with the tools needed for robust carbon management strategies. Upon completion, participants are qualified for certification as greenhouse gas verification auditors, strengthening their role in advancing sustainable practices.
Budget: NT$ 138,000 (inclusive of instructor fees, materials, and administrative costs)

Development of a Proposal for the Hualien County Agricultural Science and Technology Park
Description: This project aims to address challenges in Hualien’s agricultural sector, such as high transportation costs, low value-added processing, and limited local employment opportunities. By creating a comprehensive and persuasive proposal, the project seeks to support the establishment of the Hualien County Agricultural Science and Technology Park. The proposal will include an in-depth analysis of current agricultural challenges, economic benefits, and feasible strategies for park development, including specific plans for attracting investment and stakeholders.

Kinmen County Lieyu Township Local Sustainable Coastal Management Plan (II) – Environmental Education Curriculum Drafting
Description:
The Lieyu Township Office has established environmental education facilities in 2024, covering the entire island. Currently, apart from the Qingqi Port Basalt Geology Course, no other courses have been approved. The battlefield culture and geological characteristics of Shaxi Tunnels make them a suitable site for promoting environmental education. Based on preliminary evaluation recommendations, this project aims to develop two-hour educational modules focusing on battlefield culture and geology in the Shaxi Tunnels.​
